　　High-Quality and High-Standard Requirements Must Be Implemented Throughout Each Project

　　少說“這也不行”“那也不行”，要拿出逢山開路、遇水架橋的勇氣，努力將項目建設(shè)進(jìn)度向前推、往前趕。

　　Never resort to words like “this doesn’t work” or “that’s not practicable”, but show the courage to surmount all obstacles – like those who cut paths through the mountains and build bridges across the rivers, and strive to push the progress of project construction forward.

　　加快海南自貿(mào)港建設(shè)是以習(xí)近平同志為核心的黨中央賦予我們的重大歷史使命，我們必須按照總體方案確定的時間節(jié)點，只爭朝夕、蹄疾步穩(wěn)地完成各項目標(biāo)任務(wù)。今天的投入就是明天的產(chǎn)出，所以我們必須要把高質(zhì)量高標(biāo)準(zhǔn)的要求貫穿到每一個項目里，體現(xiàn)在每一個環(huán)節(jié)中。

　　To speed up the construction of Hainan Free Trade Port is a major historical mission entrusted to us by the CPC Central Committee with Comrade Xi Jinping at its core. We must follow the timeline set by the Master Plan and complete all goals and tasks at a fast yet steady pace, with none of a second in time wasted. Our input today will turn into output tomorrow; therefore, we must see to it that high-quality and high-standard requirements are implemented throughout each project and reflected in each link of the process.

　　第一，從一個個項目體現(xiàn)生態(tài)環(huán)境只能更好、不能變差。沒有好的生態(tài)環(huán)境就沒有自貿(mào)港!我們要始終樹牢“綠水青山就是金山銀山”理念，堅持用最好的資源吸引最好的投資者。只要對生態(tài)環(huán)境造成影響和破壞的項目，即使創(chuàng)造再多的稅收都堅決不要，決不能“撿到籃子里都是菜”。

　　First, for all projects to be built, a better eco-environment must be reflected instead of a worsened one. Without a sound eco-environment, there will be no free trade port at all. We must always firmly adhere to the philosphy that “green mountains and clear waters are equal to mountains of gold and silver” and insist on utilizing the most appealing resources to attract the most qualified investors. Should there be any impact on and damage to the environment, no matter how high a tax income the project will bring, we will never nod assent, not to allow any indiscriminate acceptance of incoming investment.

　　第二，從一個個項目體現(xiàn)高質(zhì)量高標(biāo)準(zhǔn)。擴(kuò)投資不是簡單的鋪攤子、上項目，而是要統(tǒng)籌規(guī)劃、精選項目。既要注重加快有形的硬投資，又要注重加強(qiáng)無形的軟投資。要堅持對標(biāo)世界最高水平自貿(mào)港的經(jīng)驗、對標(biāo)貿(mào)易投資自由化便利化、對標(biāo)智慧海南建設(shè)需求、對標(biāo)“全省一盤棋、全島同城化”，打造集約高效、經(jīng)濟(jì)適用、智能綠色、安全可靠且具有全球競爭力的現(xiàn)代化基礎(chǔ)設(shè)施體系。

　　Second, for all projects to be built, high quality and high standards must be reflected. Investment promotion is not a simple road-paving and project-building job, but requires overall planning and elaborate selection of projects. We must pay equal attention to speeding up tangible, hard investment and strengthening intangible, soft investment. We must keep in line with the experience drawn from the world’s highest-level free trade ports, with the requirements of trade and investment liberalization and facilitation, with the need for building a smart Hainan, and with the principle of "ensuring a whole-of-province response and across-island urbanization", so as to create a modern infrastructure system that is intensive and efficient, economical and applicable, smart and green, safe and reliable and globally competitive.

　　第三，從一個個項目體現(xiàn)經(jīng)濟(jì)結(jié)構(gòu)的優(yōu)化。要繼續(xù)圍繞“三區(qū)一中心”戰(zhàn)略定位，把握好海南的優(yōu)勢和特色，重點培育壯大旅游、互聯(lián)網(wǎng)、海洋、熱帶特色高效農(nóng)業(yè)等千億級產(chǎn)業(yè)。加快推動洋浦等11個重點園區(qū)改革創(chuàng)新，努力把重點產(chǎn)業(yè)園區(qū)打造成為承載高質(zhì)量高標(biāo)準(zhǔn)項目投資重要平臺和載體，成為做大流量的“量點”和突出實效的“亮點”。

　　Third, for all projects to be built, optimization of the economic structure must be reflected. We must continue to stick to the strategic positioning of Hainan as "three zones and one center", give full play to the strengths and characteristics of Hainan, and put emphasis on cultivating and expanding industries with a scale of hundreds of billion yuan in output such as tourism, internet, marine industry, and tropical high-efficiency agriculture. We must accelerate reform and innovation of the 11 key parks such as Yangpu, and strive to build key industrial parks into major platforms and carriers for investment in high-quality and high-standard projects, and into "quantity links" for creating flows and "bright spots" for highlighting practical achievements.

　　第四，從一個個項目體現(xiàn)干部干事創(chuàng)業(yè)的能力。項目投資工作能鍛煉和體現(xiàn)各級干部的擔(dān)當(dāng)精神和實干能力，項目建設(shè)也是干部展示才華、成就事業(yè)、實現(xiàn)價值的舞臺。面對自貿(mào)港建設(shè)新形勢，各級干部要在項目投資中敢于擔(dān)當(dāng)、有所作為。多到一線調(diào)查研究，少說“這也不行”“那也不行”，要拿出逢山開路、遇水架橋的勇氣，努力將項目建設(shè)進(jìn)度向前推、往前趕。

　　Fourth, for all projects to be built, the ability for government officials to start a business and get jobs done must be reflected. The spirit of taking responsibility and getting things done among government officials at all levels could be cultivated and reflected during the investment promotion effort, while a stage for them to display their talents, achieve careers, and realize value could also be provided during the project construction process. Faced with a new situation in the free trade port’s construction, officials at all levels must dare to take responsibility and make their own contribution. We must put in more efforts in field study and investigation, and never resort to words like “this doesn’t work” or “that’s not practicable”, but show the courage to surmount all obstacles – like those who cut paths through the mountains and build bridges across the rivers, and strive to push the progress of project construction forward.

　　第五，從一個個項目體現(xiàn)一流的營商環(huán)境。各級領(lǐng)導(dǎo)干部要光明磊落同企業(yè)家交往，聽取他們對產(chǎn)業(yè)發(fā)展的意見，幫助解決項目落地過程中的困難。要加強(qiáng)制度集成創(chuàng)新，下大力氣破除阻礙生產(chǎn)要素流動的體制機(jī)制障礙。要堅持法治先行，依法平等保護(hù)內(nèi)外資企業(yè)及各類所有制企業(yè)的產(chǎn)權(quán)和自主經(jīng)營權(quán)。要全心全意為各類市場主體紓困解難，更大地激發(fā)市場活力。

　　Fifth, for all projects to be built, a world-class business environment must be reflected. Officials at all levels should work with entrepreneurs with an open mind and in a clean fashion, listen to their opinions on industrial development, and help solve difficulties in the process of project landing. We must strengthen institutional integration and innovation and make greater efforts to remove the institutional and systematic barriers that hinder the flow of production factors. We must uphold the rule of law in the first place, and equally protect the property rights and independent management rights of both domestic and foreign-funded enterprises and businesses with various types of ownership in accordance with the law. We must wholeheartedly relieve difficulties and address problems for various types of market players and stimulate market vitality to an even larger extent.

　　第六，從一個個項目體現(xiàn)對各級干部的考驗。隨著自貿(mào)港建設(shè)向縱深推進(jìn)，隨之而來的風(fēng)險誘惑也將越來越多，各級干部要正確行使手中的權(quán)力，對工程項目既要大膽協(xié)調(diào)、主動服務(wù)、積極支持，又要同企業(yè)家、同項目業(yè)主清清白白、干干凈凈，構(gòu)建親清新型政商關(guān)系。各級干部要經(jīng)受住正確政績觀的考驗，出實績、務(wù)實效，不能搞虛的、空的假把戲，更不能搞留隱患的 “包袱政績”。

　　Sixth, for all projects to be built, testing of officials at all levels must be reflected. As the construction cause advances in depth, an increasing amount of risks and temptations will follow. Officials at all levels must exercise their power in an appropriate way, and while they should take a bold, active and engaged approach to coordinate, serve, and support engineering projects, they must at the same time act in a clean way in dealing with entrepreneurs and project owners, thus building a new type of clean and close political-business relationship. Officials at all levels must withstand the test of a correct outlook on political achievements and generate real and pragmatic results, instead of playing false and empty tricks, or pursuing any "political achievements on digits" that leave burden and hidden risks behind.

　　第七，從一個個項目體現(xiàn)群眾獲得感、幸福感、安全感的增強(qiáng)。海南建設(shè)以人民為中心的自由貿(mào)易港，不僅要讓海南人民有強(qiáng)烈的獲得感、幸福感、安全感，還要讓全國人民以及來海南投資興業(yè)、創(chuàng)新創(chuàng)業(yè)的各國企業(yè)和人才共享海南自貿(mào)港的發(fā)展機(jī)遇、發(fā)展紅利。

　　Seventh, for all projects to be built, the enhancement of people's sense of gain, happiness, and security must be reflected. To build a people-centered free trade port in Hainan, we must not only let the people of Hainan achieve a strong sense of gain, happiness, and security, but also get the people of the whole country and enterprises and talents from all over the world who invest, innovate and start businesses here to share the opportunities and welfare during the development of Hainan as a free trade port.
