On the morning of October 27, the State-owned Assets Supervision and Administration Commission of the State Council and the provincial party committee and the provincial government held a forum in Beijing to implement the central strategic deployment and comprehensively promote the construction of the Hainan Free Trade Zone (Port), and thoroughly studied and implemented General Secretary Xi Jinping's "4.13" important speech and the Central Document No. 12,summed up and discussed the development work of central enterprises in Hainan, jointly promoted the full participation of central enterprises in the Hainan Free Trade Pilot Zone and the construction of Free Trade Port with Chinese characteristics, and implemented the major strategic deployment of the central government with practical actions.

Hao Peng, secretary of the Party Committee and director of the State-owned Assets Supervision and Administration Commission of the State Council,and Liu Cigui, secretary of the provincial party committee, director of the Standing Committee of the Provincial People's Congress,attended the symposium and delivered a speech.Shen Xiaoming, deputy secretary of the provincial party committee and governor, introduced the province's deepening cooperation with central enterprises, investment promotion policies and seeking cooperation with central enterprises.Mao Wanchun, chairman of the provincial CPPCC, and 49 heads of central enterprises also attended the symposium.

In his speech, Hao Peng pointed out that the State-owned Assets Supervision and Administration Commission of the State Council has thoroughly studied and implemented the important speech of General Secretary Xi Jinping and the spirit of the Central Document No. 12, with a high degree of political responsibility and a strong mission,and vigorously promoted the cooperation between central enterprises and Hainan,has achieved fruitful cooperation results.The central enterprises would further improve political positions, take the support for the development of Hainan as a concrete action to practice "two maintenance", resolutely perform economic, political and social responsibilities, and make full use of Hainan's natural advantages, policy advantages and the advantages of cooperation which have bee formed, based on Hainan's needs, play the role of the central enterprises, promote political and high-level cooperation with Hainan, and jointly promote the high-quality development of central enterprises and Hainan Province.We must firmly grasp the opportunities for Hainan's all-round opening up, and jointly expand the broad space for high-quality development, firmly grasp the opportunities to try first for Hainan's reforming, and jointly stimulate the powerful driving force for high-quality development,firmly grasp the opportunities of Hainan's construction for a modern economic system, jointly solidify the solid foundation of high-quality development; firmly grasp the opportunities of Hainan to build a national ecological civilization pilot zone, and jointly paint the most beautiful color of high-quality development.The State-owned Assets Supervision and Administration Commission of the State Council will resolutely implement the major decision-making arrangements of the Party Central Committee and the State Council, and on the basis of giving full play to the decisive role of market allocation resources, strengthen the active overall planning and guidance, encourage and support the central enterprises to invest in Hainan, layout Hainan, build Hainan, and develop Hainan.We would further strengthen the coordination of work, improve the working mechanism, strengthen organizational security, and do a good job in industrial guidance, docking cooperation, information exchange, etc., to provide better support and service guarantee for the central enterprises to continue to deepen cooperation with Hainan.

Liu Cigui reviewed the good results of the central enterprises' participation in Hainan's development and construction. He introduced the province's efforts to work harder and harder over the past year and comprehensively promoted the deepening of reform and opening up.For supporting Hainan’s comprehensive deepening reform, Liu Cigui expessed thanks to the State-owned Assets Supervision and Administration Commission and the central enterprises.He said that under the correct leadership of the State-owned Assets Supervision and Administration Commission of the State Council, all central enterprises conscientiously implemented General Secretary Xi Jinping's "4.13" important speech and the spirit of the the Central Document No. 12, and firmly integrated into Hainan's high-standard and high-quality construction of the Pilot Free Trade Zone, substantial progress has been made in the approval of major projects, and the actual actions reflected the enhancement of “four awareness”,” four self-confidence” and “two maintenance”.At present, Hainan is based on the premise of adhering to Chinese characteristics, aiming at the highest level of openness in the world today, supported by excellent five networks and educational and health infrastructure, with strict and efficient risk prevention and control as the bottom line. The legal system is a guarantee to speed up the exploration and construction of a Tree Trade Port in stages and steps, which provides a broader space and stage for cooperation between Hainan and central enterprises.General Secretary Xi Jinping's "4.13" important speech clearly pointed out that investors from all over the world are welcome to invest in Hainan and actively participate in the construction of Hainan Free Trade Port. Central enterprises are important force.Hainan would work with the central enterprises to take the lead in implementing the strategic deployment of the central government with a high degree of political responsibility and to seize the once-in-a-lifetime historical opportunity, especially through two to three years of efforts to promote the 100 Central Enterprises into Hainan and set up headquarters and regional headquarters,or the industry headquarters, striving to be the vanguard and main force in the construction of Free Trade Port with Chinese characteristics.

Shen Xiaoming introduced the cooperation between Hainan and the State-owned Assets Supervision and Administration Commission and the central enterprises since April 13 last year.He hopes that the central enterprises will play the role of leading the market, pilots and pillars, and help Hainan to do a good job in building a Free Trade Pilot Zone and a Free Trade Port with Chinese characteristics, implementing major national strategies and high-quality development.Hainan will continue to optimize the business environment and adopt a tailor-made approach to create an excellent environment for the central enterprises in the development of Hainan with the most preferential policies and the best quality services.
